Where We Stand


  • Quality of life begins with feeling safe where you live. A supporter of law enforcement, Jeff is immediate past president of the Rochester Police Foundation and continues to serve as a trustee. Jeff’s personal relationships with the Monroe County Sheriff’s department will foster a good working relationship to keep Penfield safe. Jeff as Supervisor, we will continue to support Zone A of the Monroe County Sheriff’s Department and its Captain. Jeff strongly backs the blue and will work to improve safety on our roads and within our community.

  • The responsibility of town supervisor requires fiscal discipline. Jeff has worked as a financial advisor, corporate project manager, and holds an accounting degree from St. John Fisher University. Jeff has worked with large and complex budgets and will make sure taxpayer dollars will be spent responsibly, with the end goal of keeping Penfield taxes low. We will strive for a reduction in costs without hindering the services we all need and expect. As defined by the Town of Penfield, the Supervisor is the treasurer of the town and generally represents the Town in the conduct of its financial affairs.

  • Continual improvement and community pride have formed the central theme of our Republican Penfield town supervisor’s administration. Whether it be Penfield parks, businesses, neighborhoods, and other community assets, Jeff will actively promote and preserve the character of our community. Jeff’s relationships, business background, and foresight allow him to see the potential in Penfield and he will work for continuous progress.

  • Preserving the quality of life starts by listening to our residents. We have a diverse community with many young families that are concerned about education for their kids, the high cost of living, and employment. Our senior residents are concerned with opportunities to down-size to smaller homes, aging in place, or school taxes. We must serve each neighbor and listen to find out what is harming their quality of life. We will strive to make sure Penfield is a community that is working for everyone.

  • As an experienced business owner, Jeff knows first-hand the struggles facing our small businesses and family stores, and restaurants. The difficulty in running a business, especially in New York, is amplified by higher taxes, more bureaucracy, and difficulty finding qualified employees. As a family business, we have had to navigate the challenges, and it only worsened with the Covid pandemic and lock down. Jeff will work to make sure we support business owners and utilize current programs and work to develop new ones that strengthen business and develop opportunities for employment. As the only candidate with a clear five-point plan, Jeff has a clear vision for what it takes to help grow jobs and support our local businesses.

    Jeff’s Five-Point Plan will:

    1. Work to lower property tax rates to make Penfield more attractive for new employers to grow and create jobs.

    2. Develop economic and workforce development programs specifically for the Town of Penfield while partnering with government partners like the County of Monroe to help train and connect skilled workers to good-paying jobs.

    3. Partner with the Penfield Business Chamber to work directly with local businesses and rapidly address their needs, including small business grants, streamlined permitting, and transparent decision-making.

    4. Get people back to work by eliminating unjust business fees and lowering taxes for small businesses to encourage wage growth.

    5. Partner with local youth organizations such as Rochester/Monroe County Young Professionals, Rochester Works! and BOCES to retain our young talent by creating good-paying jobs in the fields of the future.

Penfield has made Jeff the person he is. Penfield is where he and his family have enjoyed Little League, Boy Scouts, soccer games, and Sunday night dinners. Penfield is home to family, friends, and colleagues. For the Leenhouts family, Penfield is forever a part of their story and will always be home.
